No, Rolf, a Tzolkin cycle is 260 days long, approximately 9 months. You are thinking of a Baktun which is approximately 400 years, and yes, a new one starts on 4 Ahau in December 2012.
The correct long count date at that time is 13.00.00.00.00. Baktuns go up to 19 before going back to 0 (then it's the first Pictun, 1.00.00.00.00.00).

yes, as you said: the tzolkin is a cycle. Hence, 4 Ahau is a repeating day. Try LC 0.0.0.0.0, 13.0.0.00 or 0.13.0.13.0 or 0.13.0.0.0... all these days becomes the 4 Ahau.

Q: is 4 Ahau the FIRST day (like Monday)? Thats the question ;)

The Quiche start their 260-day Tzolkin at 1 Monkey (Chuen) and everyone else starts it at 1 Crocodile (Imix). Hence 1 Imix being the start of a new Tzolkin.
However, if you are looking at the Long Count, not the Tzolkin, you will notice that any kin number 00 is always an Ahau day. You can argue whether a 00 kin is day zero or day twenty. So 13.00.00.00.00 (or anything ending in) has to be an Ahau day, it just happens to be #4.
